Meeting Summary 

February 19, 2026 

Virtual Meeting 

  1. Meeting Purpose

Program staff welcomed participants and outlined the purpose of the Family Advisory Committee as a forum to: 

  • Provide family perspectives and lived experience to inform program improvements; 
  • Identify system-level challenges affecting multiple families; 
  • Offer feedback and recommendations to Program leadership and the Board of Directors; and 
  • Strengthen communication and trust between families and Program staff. 

Staff emphasized a shift toward addressing concerns through a transparent, system-level review process, rather than resolving issues solely through individual case decisions. 

  1. Participant Introductions

Committee members introduced themselves and shared their connection to the Program.  

Participants represented a broad range of experiences, including: 

  • Families with long-term participation (20+ years), 
  • Mid-tenure families, 
  • Newly enrolled families, 
  • Parents, guardians, and siblings, 
  • Individuals with professional backgrounds in policy, healthcare, technology, customer service, and process improvement. 

Common motivations for participation included: 

  • Improving transparency and clarity of program policies; 
  • Supporting fairness and consistency across families; 
  • Reducing administrative burden; 
  • Ensuring long-term sustainability of the Program; and 
  • Representing diverse family perspectives and communities. 

  Role and Scope of the Committee

Program staff clarified that the FAC will: 

  • Focus on program-wide issues, not individual case resolution; 
  • Provide insight into practical impacts of policies and processes; 
  • Serve as a communication bridge between families and the Program; 
  • Help identify recurring themes or systemic friction points. 

Families were encouraged to raise broader issues emerging from individual experiences, while individual case matters should continue through standard Program communication channels.

Staff indicated that an intake process is being developed to capture ideas and themes for structured review.

  2. Program Improvement Approach

Staff described an intent to evaluate emerging issues more comprehensively and intentionally rather than responding on a case-by-case basis. Participants generally supported a structured review process informed by family input.

B. Program Longevity and Stewardship 

A family member asked whether the Committee’s purpose should explicitly reference program longevity or fiscal responsibility.

Discussion reflected differing perspectives: 

  • Some participants expressed interest in ensuring long-term sustainability and transparency regarding how resources are used. 
  • Others emphasized that the Committee’s primary focus should remain on participant needs and medical necessity rather than financial limitations.

Program staff clarified that the Committee would not set benefit limits but may consider broader impacts of policy choices as part of informed discussion.

C. Equity and Consistency
Participants noted the importance of consistent access to benefits, clear understanding of available services, and reducing the need for families to discover benefits through trial and error.

D. Communication and Access
Participants discussed improving communication between families and the Program, including helping families understand available resources, reducing barriers caused by unclear processes, and supporting families who may face language or information access challenges.

E. Long-Term Planning Across the Lifespan
Participants raised interest in ensuring the Program continues to meet participant needs as individuals age into adulthood and later life stages. 

  1. Committee Roles and Expectations

Staff reviewed expectations for collaborative participation: 

Committee Members: 

  • Share perspectives respectfully; 
  • Focus on system-level feedback; 
  • Participate constructively in dialogue. 

Program Staff: 

  • Provide context and information; 
  • Listen and incorporate feedback into planning; 
  • Facilitate review processes and communication. 

Confidentiality expectations were introduced, including avoiding discussion of identifiable individual cases during Committee meetings. 

  1. Questions Raised by Participants
  • Should the Committee’s purpose include consideration of program longevity or fiscal responsibility? 
  • How should sustainability considerations be balanced with participant medical needs? 
  • Can the Committee help improve clarity so families understand available benefits without needing to ask specific questions? 
  • How can communication barriers affecting some communities be addressed?
     

These questions will inform future Committee discussions. 

  1. Key Agreements

Participants and staff expressed general alignment on: 

  • The value of family input in shaping program improvements; 
  • The importance of focusing on system-level solutions; 
  • Maintaining respectful and collaborative dialogue; 
  • Building a structured process for evaluating ideas and concerns. 
  1. Next Steps

Program staff indicated that future work will include: 

  • Development of an intake process to track ideas and themes; 
  • Identification of priority topics for future meetings; 
  • Continued refinement of Committee structure and governance approach; 
  • Scheduling of future FAC meetings.

Advisory Status and Public Participation Clarification 

The Family Advisory Committee (FAC) functions as a stakeholder engagement forum designed to gather feedback from participating families as policies and program improvements are developed. The FAC does not exercise decision-making authority, does not vote on program actions, and does not act on behalf of the Board of Directors or the Program in a governing capacity. 

Consistent with guidance from counsel and applicable Virginia law, including the Virginia Freedom of Information Act (FOIA) and public meeting requirements, the FAC is intended to serve as an informal advisory body for stakeholder input rather than a public body subject to statutory open-meeting mandates. The purpose of this structure is to ensure that families can continue to communicate freely with one another — including through informal meetings, social media platforms, and other private discussions — without creating unintended regulatory burdens or public notice requirements. 

Nothing in the FAC structure is intended to limit families’ ability to communicate independently with each other, with Program staff, or with Board members through existing channels. The Program remains committed to transparency while preserving open and practical avenues for family engagement.
